The court finds the juvenile court abused its discretion when it did not order a supplemental bonding study after receiving a “nonresponsive evaluation.” The juvenile court failed to determine whether the child had a substantial, positive attachment to her parents, and by relying on improper factors in assessing detriment, failed to perform the appropriate analysis when determining if the beneficial parental relationship exception applied.
